mba in disaster management is it a good option for freshers??

i have completed my bsc computerscience.
now i'm planning to do mba and i came to know about the mba in disaster management..
is it good for freshers?? some sources telling that it is only good for government Bureaucrats like police officers, defense men etc..
can a fresher like me can choose this course??
pls help me.....
