I heard about DAAD New Delhi providing oral, written, and printed Information to Indian scholars and students who wish to go to Germany for research and/or academic studies, totally free of charge. This information covers all aspects of higher education, university studies and research, and student life in Germany, as well as the availability of grants and fellowships from DAAD and other German and Indian organisations.

This was already a very good information, also for bachelor and master.
