MCA holders Eligible for Ph.D ?

I am an MCA holder... can I apply for Ph.D in Computer Science or IT ?

Good institutes like IIT's are not accepting MCA holders for Ph.D coz it is considered equivalent only to B.Tech. But IGNOU and some state universities are considering MCA as an eligible qualification to get into Ph.D Programs.
