Can anybody advice on how to study for a phd in petroleum engineering in USA with scholarship?

I think you first need give TOEFL. And you need score good marks in SAT then apply for scholarship in college. But its necessary to score high marks in SAT.You can study on your own and apply to the college through internet and I think you can even give you TOEFL and SAT online exam.
