I belong to Chennai. I have doen Bsc Nursing in Kerala. I would like to apply for MSc Nursing in Kerala which is done on the basis of entrance exam by Kerala Government. Can I apply?

You can apply as who are sons/daughters of Non-Keralite parents and have obtained B.Sc Nursing degree from any of the Nursing Colleges in Kerala State are eligible. But you will not be eligible for communal/PD reservation benefits.
