Has time study got limitations?

The technique is criticised on the following grounds:
(1) The labour leaders describe it as a device for forcing the worker to do more than a reasonable amount of work for less than a fair day's wages.
(2) Where the work is not of repetitive nature, the technique is not conducive to those works.
