Sir My birthday is 17/05/1985 and I belong to SC catagory. Can I apply for IBPS Clerk Exam ?

Yes you can apply. The Age criteria for IBPS Clerk 2016 is "The candidate must have been born not earlier than 02.08.1988 and not later than 01.08.1996", and ST category is having a 5 year relaxation on that. So you can definitely apply.

To fulfil the eligibility criteria, for IBPS Clerk Exam 2017, a candidate must be minimum 20 years and maximum 28 years old, as on 01/08/2017.
This basically means that any candidate born earlier than 02/08/1989 and later than 01/08/1997 does not pass the IBPS clerk eligibility criteria to appear for this exam .
