Is admissions to MBA at KVAFSU (Karnataka Veterinary, Animal & Fisheries Sciences University) only through merit?

I know about Karnataka Veterinary, Animal & Fisheries Sciences University (KVAFSU) offering the course.
Eligibility: Eligible candidates for this two years full time MBA (Food and Dairy Business) course shall possess B.Tech (D.Tech) / B.V.Sc / B.V.Sc & AH / B.F.Sc / B.Sc. (Agri) / B.Sc. (Ag.Maco) / B.Sc. (Horti) / B.Sc. (Rural Home Science), B.Tech. (Food Engineering) / B.Sc. (Food technology) / B.Tech. (Agri. Engineering) / B.Sc (Sericulture) / B.Sc (Banking) / BBM /BBA. The candidates who have studied a 4 years undergraduate degree programme or possessing a postgraduate degree in any discipline are also eligible. Candidates who will receive their Provisional Degree Certificate (PDC) by 27th July 2011 can also apply.
